Regular Meeting

July 9, 2007

The Tallapoosa County Commission held its regular meeting July 9, 2007 at the Courthouse in Dadeville, AL at 9:00 a.m. Tallapoosa Publishers was present.

Chairman Allen called the meeting to order.

Commissioner Tapley gave the invocation.

Chairman Allen led the Pledge of Allegiance.

Chairman Allen called the roll. All commissioners were present.

EMA Director Joe Paul Boone gave a report on the County-Wide Emergency Drill that was held last week and introduced the Area Regional Coordinator for Alabama’s FEMA, Darrell Cleckler.

Consent Agenda:

Commissioner Thweatt made a motion to approve the June 11th minutes. Commissioner Tapley seconded the motion. The motion passed unanimously.

Commissioner Tapley made a motion to approve the purchase orders for the Highway Department and warrants for all funds. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Tapley made a motion to seek bids for In-Car Video Cameras for patrol cars (funded through COPS Technology Grant). Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Tapley made a motion to approve the JAG Grant for the Sheriff’s Department. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Tapley made a motion to approve the final plat for Quail Hollow Subdivision. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to approve the transfer of 40 hours sick time from David Moore to Janis Yarbrough. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to seek bids for 4 outdoor weather sirens (funded by federal grant and the towns). Commissioner Coley seconded the motion. The motion passed unanimously.

Discussion Items by Commissioners:

Commissioner Tapley stated that last month the County voted to start cutting out expenses. Commissioner Tapley stated that he will no longer be attending conferences at the County’s expense. Commissioner Tapley stated that if he attends a conference, he will pay for it himself. Commissioner Tapley stated that he has no use for the County’s credit card and he turned it in.

Announcements:

Commissioner Shaw made a motion to adjourn. Commissioner Coley seconded the motion. The motion passed unanimously.

Sheriff Abbett came in late and asked to address the Commission. Sheriff Abbett stated that there are four polling places that will need to be replaced before the February 2008 Presidential Primary Election. The Library in Tallassee and the United Methodist Church in Alex City have requested that the County find another location. The Ourtown location has water and electrical damage. Camp Hill’s city hall now houses office space. Sheriff Abbett stated that there is a 90 day pre-clearance that is required by law so the deadline for new polling places will be October 1.
