Regular Meeting

December 10, 2007

The Tallapoosa County Commission held its regularly scheduled meeting on December 10, 2007 at the Courthouse in Dadeville, Alabama at 9:00 a.m. Tallapoosa Publishers was present.

Chairman Allen called the meeting to order.

Commissioner Tapley gave the invocation.

Chairman Allen called roll. All Commissioners were present.

Sheriff Jimmy Abbett made an announcement about the United Way Drive.

Commissioner Shaw made a motion to approve minutes from the November 13, 2007 Meeting. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to approve purchase orders for the Highway Department and warrants for all funds. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve Special Retail License for Blue Creek Hospitality Group d/b/a Creekside Lodge. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Tapley made a motion to name the new road in the William T. Thweatt Industrial Park “Adams Drive”. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to award the silt fence bid to Daniel Environmental. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to approve E911 road names as follows: War Dance Road, Village Circle, Oak Hill Court, South Laurel Ridge Road, Edge Water Drive, Edge Water Circle, and Willow Glynn Parkway. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Tapley made a motion to lift the freeze on employee raises. The motion failed due to lack of a second. Commissioner Coley made a motion to table the freeze on raises until the January 14, 2008 meeting. Commissioner Shaw seconded the motion. The motion passed by a majority vote. Commissioner Allen, Commissioner Coley, Commissioner Thweatt and Commissioner Shaw voted in favor of the motion. Commissioner Tapley voted no.

Commissioner Shaw made a motion to enter into Executive Session to discuss Economic Development. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to return to regular session. Commissioner Coley seconded the motion. The motion passed unanimously.

County Administrator Blake Beck informed the County Commission of a vacant position on the Lake Martin Area Industrial Development Authority. Commissioner Thweatt made a motion to place item on the January 14, 2008 agenda. Commissioner Tapley seconded the motion. The motion passed unanimously.

Commissioner Coley discussed the impact of the automotive industry in the Tallapoosa County Area. He addressed reasons for the Tier 1 supplier not locating in Tallapoosa County. He addressed additional issues not covered by the media in recent articles. The issues included much higher sunken costs, excessive concessions requested from the county, lack of guarantees, and the State of Georgia requirement for a specific number of Tier 1 suppliers to be located in the State of Georgia.

Chairman Allen announced that the Tallapoosa County Commission had received an Industrial Access Grant in the amount of $421,000.00.

Commissioner Coley made a motion to adjourn. Commissioner Shaw seconded the motion. The motion passed unanimously and the meeting was adjourned.
