6/9/2008 - Regular Meeting

The Tallapoosa County Commission held its regular meeting June 9, 2008 at the Courthouse in Dadeville, AL at 9:00 a.m. CST

Chairman Shaw called the meeting to order.

Commissioner Tapley gave the invocation.

Chairman Shaw led the Pledge of Allegiance.

Chairman Shaw called the roll. All Commissioners were present. Tallapoosa Publishers was also present.

Public Comments from Citizens:

Dave Heinzen with the Citizen’s for Good Government addressed the Commission. At the May meeting, the Commission agreed to make available the agenda packets for the Commission meetings. Heinzen stated that the Commission charges a fee for the packets while Lee County and Coosa County provide their packets free of charge. Heinzen requested that the Commission reconsider charging for this information.

Public Comments from Elected Officials:

Revenue Commissioner Linda Harris informed the Commission that it is the end of the year for her department. Harris stated that it has been a good year and she is getting ready to go settle.

E911 Coordinator Anita Haggerty informed the Commission that new recorders are being installed at the Sheriff’s Office in Alex City and Tallassee. Haggerty stated that this is an upgrade to the recording system because the last recorders were installed in 2000.

Consent Agenda:

Commissioner Allen made a motion to approve the May 12th minutes. Commissioner Tapley seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the purchase orders for the Highway Department and warrants for all funds. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve the Restaurant Retail Liquor License for Lake Martin Oyster Bar. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Tapley made a motion not to participate in the 2008 Sales Tax Holiday. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Tapley made a motion to approve Family Medical Leave for Hailey Mann (Dispatcher). Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve leave transfers. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Tapley made a motion to appoint Leslie Wingler to the E911 Board. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Coley made a motion to approve the Insolvents, Errors, and Taxes in Litigation report from the Revenue Commissioner. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to post a 35 MPH speed limit on Gardner Dairy Road. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to post a 25 MPH speed limit on Williams Drive. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to approve the road priority list for the Highway Department for 2008-2009. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to seek bids for tri-axle trucks and truck tractors for the Highway Department. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to enter into Executive Session to discuss litigation. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to return to Regular Session. Commissioner Allen seconded the motion. The motion passed unanimously.

Old Business

Commissioner Coley made a motion to table the appointments to the Citizen’s Advisory Committee. Commissioner Thweatt seconded the motion. The motion passed unanimously.

New Business:

 

Discussion Items:

County Engineer David Moore addressed the Commission concerning the vacation of Shelby Lane in District 4. Moore stated that John Rhodes is the sole property owner on Shelby Road and he has requested that the road be vacated. Moore stated that correct procedure requires a public hearing concerning this matter. The public hearing has been set prior to the Commission meeting on July 14th.

Moore stated that with the rising cost of gasoline the Highway Department is doing everything possible to save fuel. Moore stated that the dump trucks are used only when necessary and that the employees are carpooling to the job sites in the least amount of vehicles needed.

Announcements:

Chairman Shaw stated that the Courthouse will be closed on July 4th in observance of Independence Day.

Commissioner Tapley thanked David Moore for saving fuel in the Highway Department.

Commissioner Coley made a motion to adjourn. Commissioner Thweatt seconded the motion. The motion passed unanimously.
