Minutes – Regular Meeting

 

May 9, 2011

 

The Tallapoosa County Commission held its regularly scheduled meeting May 9, 2011 at the courthouse in Dadeville, Alabama at 9:00 a.m.

 

Chairman Coley called the meeting to order.

 

Commissioner Shaw gave the invocation.

 

Chairman Coley led the Pledge of Allegiance.

 

Chairman Coley called roll. All commissioners were present.

 

Public Comments from Citizens

 

Dan Hart addressed the Commission concerning the recent disaster. Mr. Hart thanked the Commission for its response to the disaster. He commended all of the individuals who responded including the Volunteer Fire Departments, Companies, Commission employees, and other individuals for their response and assistance.

 

Public Comments from Officials

 

Billy Belk with Goodwyn, Mills, and Cawood representing the Jackson’s Gap Water Authority addressed the Commission concerning a water project in the Buttston/Dudleyville area. The Jackson’s Gap Water Authority requested authorization from the Commission to seek a CDBG and ARC grant.

 

Commissioner Thweatt made a motion to amend the consent agenda adding item I authorizing the Jackson’s Gap Water Authority to apply for a CDBG and ARC grant through the Tallapoosa County Commission. Commissioner Tapley seconded the motion. The motion passed unanimously.

 

Consent Agenda

 

Commissioner Tapley made a motion to approve the minutes of the April 11, 2011 meeting. Commissioner Thweatt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to approve the minutes of the April 29, 2011 special called meeting. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion to approve the warrants and purchase orders. Commissioner Shaw seconded the motion.  The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to approve transfer of employee leave. Commissioner Thweatt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to approve a letter of designation for ARISE as the County’s implementing agency for the Section 5311 project. Commissioner Thweatt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion approve the payment of an indigent burial for Mr. Willie Joe Lauderdale. Commissioner Shaw seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to appoint Mr. Leonard McKelvey to the Jackson’s Gap Water Authority. Commissioner Tapley seconded the motion. The motion passed unanimously.

 

Commissioner Tapley made a motion to approve the payment of overage paid on delinquent taxes to Ms. Tonya Hand. Commissioner Thweatt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to authorize the Jackson’s Gap Water Authority to apply for a CDBG and ARC grant through the Tallapoosa County Commission. Commissioner Tapley seconded the motion. The motion passed unanimously. See attachment.

 

Executive Session

 

Commissioner Tapley made a motion to enter into executive session to discuss the good name and character of an individual. Commissioner Holt seconded the motion. The motion passed unanimously.

 

Commissioner Shaw made a motion to exit executive session and reconvene the regular session. Commissioner Holt seconded the motion. The motion passed unanimously.

New Business

 

Commissioner Shaw made a motion to amend the agenda under new business adding item A authorizing the Chairman to submit a letter to the U.S. Army Corp of Engineers requesting assistance with the removal of debris related to recent tornadoes. Commissioner Tapley seconded the motion. The motion passed unanimously.

 

Commissioner Holt made a motion to authorize the Chairman to submit a letter to the U.S. Army Corp of Engineers requesting assistance with the removal of debris related to recent tornadoes. Commissioner Tapley seconded the motion. The motion passed unanimously. See attachment.
