Minutes – Regular Meeting

 

July 11, 2011

 

The Tallapoosa County Commission held its regularly scheduled meeting July 11, 2011 at the courthouse in Dadeville, Alabama at 9:00 a.m.

 

Chairman Coley called the meeting to order.

 

Commissioner Shaw gave the invocation.

 

Chairman Coley led the Pledge of Allegiance.

 

Chairman Coley called roll. All Commissioners were present.

Consent Agenda

 

 

Commissioner Thweatt made a motion to approve the minutes of the June 13, 2011 meeting. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to approve the warrants and purchase orders. Commissioner Thweatt seconded the motion.  The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to approve a proclamation of support for the Alabama National Guard 214th Military Police Company. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to approve a proclamation of recognition for Tallapoosa County Volunteer Fire Departments, Rescue Squads, law enforcement and other responders to April 27th storms. Commissioner Thweatt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to approve a resolution to finance the Sheriff’s cars with Bancorp South. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

Commissioner Thweatt made a motion to approve the nominees for the Board of Equalization. Commissioner Shaw seconded the motion. The motion passed unanimously. See attachment.

 

 

Commissioner Thweatt made a motion to approve the recommendation of Revenue Commissioner Linda Harris for nominees to the Board of Equalization. Commissioner Shaw seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Holt made a motion to approve road names for E-911. Commissioner Tapley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to set a public hearing for August 8, 2011 at 8:30am in the Commissioner’s Auditorium to discuss the vacating of Upper Sandy Road. Commissioner Tapley seconded the motion. The motion passed unanimously.

 

Commissioner Tapley made a motion to approve a license for a private cemetery. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to approve the indigent burials of Mary Ann McCain and Tracey Jerome McCullough. Commissioner Shaw seconded the motion. The motion passed unanimously.

 

Executive Session

 

Commissioner Shaw made a motion to enter into executive session to discuss an economic development project. Commissioner Thweatt seconded the motion. The motion passed unanimously.

 

Commissioner Shaw made a motion to exit executive session and reconvene the regular session. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Discussion Items

 

 

Commissioner Tapley addressed County Attorney Thomas Radney asking whether it was his opinion that County Engineer David Moore was the Supervisor over the Highway Department. Mr. Radney indicated that it was his opinion that Mr. Moore was the Supervisor over the highway department. Commissioner Tapley advised that an unnamed citizen had made a complaint about dumping gravel on a driveway in his district. Commissioner Shaw advised that he was aware of the situation and that he dumped gravel on the right of way of a county road. There was then a discussion of right of ways including deeded verses prescriptive. Commissioner Tapley asked shop foreman Timmy Anderson if there were ditches on the road in question. Mr. Anderson advised that there were not.

Commissioner Shaw made a motion to adjourn. Commissioner Thweatt seconded the motion. The motion passed unanimously.
