Minutes – Regular Meeting

 

February 13, 2012

 

The Tallapoosa County Commission held its regularly scheduled meeting February 13, 2012 at the courthouse in Dadeville, Alabama at 9:00 a.m.

 

Chairman Shaw called the meeting to order.

 

David Moore gave the invocation.

 

Chairman Shaw led the Pledge of Allegiance.

 

Chairman Shaw called roll. All Commissioners were present.

 

Public Comments from Citizens

 

Eugene Thomas made written request to address the Commission concerning property rights. He did not attend the meeting.

 

Kimberly Crunk made written request to address the Commission concerning the road she lives on. She did not attend the meeting.

 

Pete Mastin representing Tallapoosa County Volunteer Fire Departments addressed the Commission requesting funding in the amount of $1,000 for a grant writer. The individual Commissioners agreed to appropriate funds from discretionary money.

 

Public Comments from Officials

 

Commissioner Coley made a motion to amend the agenda adding item H under the consent agenda to approve the purchase of Sheriff’s cars. Commissioner Thweatt seconded the motion. The motion passed unanimously.

 

Consent Agenda

 

Commissioner Tapley made a motion to approve the minutes of the January 9, 2012 meeting. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion to approve the minutes of the February 3, 2012 special called meeting. Commissioner Coley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion to approve the warrants and purchase orders. Commissioner Thweatt seconded the motion.  The motion passed unanimously. See attachment.

 

Commissioner Coley made a motion to approve for the Sheriff’s and EMA departments to seek bids for communications upgrades to meet the FCC narrow banding requirements. Commissioner Thweatt seconded the motion. The motion passed unanimously. See attachment.

 

 

 

 

 

 

Commissioner Holt made a motion to appoint Johnny Frank Farrow to the Walnut Hill Water Authority. Commissioner Tapley seconded the motion. After some discussion County Attorney Thomas Radney suggested that the other items on the agenda be considered giving him time to review the law. At the end of the consent agenda this item was taken up again and after some discussion, Commissioner Holt made a motion to table this item until further research can be done. Commissioner Tapley seconded the motion. The motion passed unanimously.

 

Commissioner Thweatt made a motion to levy the County alcohol licensing fees. Commissioner Coley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to levy the County property taxes. Commissioner Coley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion to authorize the purchase of Sheriff’s cars in accordance with bid requirements. Commissioner Holt seconded the motion. The motion passed unanimously.

 

Executive Session

 

Commissioner Thweatt made a motion to enter into executive session to discuss economic development. Commissioner Coley seconded the motion. The motion passed unanimously.

 

Commissioner Coley made a motion to exit executive session and reconvene the regular session. Commissioner Thweatt seconded the motion. The motion passed unanimously.

New Business

 

Commissioner Thweatt made a motion to authorize the Chairman to negotiate an economic incentives package and execute the agreement with Sejin America. Commissioner Coley seconded the motion. The motion passed with Commissioners Coley, Shaw, and Thweatt voting yes and Commissioners Tapley and Holt voting no. See attachment.
