January 15, 2004

The Tallapoosa County Commission held a special called meeting January 15, 2004 at the Courthouse in Dadeville, Alabama at 4:00 p.m. All commissioners were in attendance.

Chairman Coley called the meeting to order.

Commissioner Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Oliver made a motion to deny the application for Lounge Retail Liquor; Class I License for A.J.'s Community Club, Inc. Commissioner Allen seconded the motion. The motion passed unanimously.

County Administrator, Annette McGrady, addressed the Commission concerning the Retiree's Insurance Program. McGrady briefed the Commission on the specifics of the program. Commissioner Thweatt made a motion to approve the Retiree's Insurance Program. Commissioner Shaw seconded the motion. Commissioner Allen stated that he is not opposed to the program, but that the Commission should stipulate that if an employee who is covered under this insurance accepts a new job with a different governmental department where they have the option to keep the same insurance, Tallapoosa County should not be libel to cover the costs. Commissioner Thweatt accepted the amendment to the motion. The motion passed unanimously.

Commissioner Shaw made a motion to distribute the Solid Waste Fund money as follows: 12.5% to District 1, 12.5% to District 2, 25% to District 3, 25% to District 4, and 25% to District 5. Chairman Coley seconded the motion. Commissioner Shaw stated that the majority of the trash is coming out of districts 1 and 2, and that districts 1 and 2 have roads that need repairing. Commissioner Shaw stated that based on road mileage, districts 1 and 2 get very little money. Commissioner Allen stated that giving districts 1 and 2 12.5% is not being fair. Commissioner Allen stated that Commissioner Shaw knew before being elected that his district had the least amount of mileage. Chairman Coley stated that the source of revenue is not based on road miles, but is based on tonnage, and the tonnage comes from all five districts. Chairman Coley called for a show hands. Commissioner Shaw and Chairman Coley voted to approve the motion. Commissioner Oliver, Commissioner Thweatt, and Commissioner Allen voted not to approve the motion. The motion failed with a 3 to 2 vote.

Commissioner Allen stated that he likes the coverage that the press has given to the Commission.

Chairman Coley corrected a misprint by the Alexander City Outlook.
Commissioner Thweatt made a motion to adjourn. Commissioner Shaw seconded the motion. The motion passed unanimously. Meeting adjourned at 4:23 p.m.
