Regular Term Meeting
July 12, 2004

The Tallapoosa County Commission held its regular scheduled meeting on July 12, 2004 at the Courthouse in Dadeville, AL at 9:00a.m. All commissioners were present. Ryan Marshall with the WZLM Radio was present. A representative from the Alexander City Outlook was present.

Chairman Coley called the meeting to order.

Commissioner Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Shaw made a motion to approve the June 14, 2004 minutes. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the warrants. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Thweatt stated that he would like the Commission to present the same Lodging Tax Bill that was presented to the Senate and House of Representatives five years ago again. He stated that the bill was passed, but the governor never signed the bill into law. Commissioner Thweatt made a motion to present the bill again. Commissioner Shaw seconded the motion. The motion passed with a 4-0 vote, with one abstention from Commissioner Oliver.

Commissioner Allen made a motion to approve the Industrial Access Grant application from Calpine. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the District System Bill. Commissioner Allen seconded the motion. The motion died by a vote of 2-2 with one abstention from Commissioner Oliver. Commissioners Thweatt and Allen voted to approve the bill. Commissioners Shaw and Coley voted to deny the bill.

Commissioner Oliver made a motion to reopen Old Stowes Ferry Road. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to endorse the Comprehensive Plan regarding the East Alabama Regional Planning and Development Board. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to allow County Engineer, David Moore, to seek bids for a patching truck. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve Melanie Tapley's donation of 32 hours of sick time to Kevin Thweatt. Commissioner Oliver seconded the motion. The motion passed with a 4-0 vote with one abstention from Commissioner Thweatt.

Commissioner Allen made a motion to seek bids for tar and gravel for Barron's Bridge Road, South Churchill Road, and Agricola Road to be opened July 23, 2004. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to lower the speed limit on Hollow Springs Road to 25 miles per hour. Commissioner Thweatt seconded the motion. The motion passed unanimously.

County Engineer, David Moore, stated that County Road 79, the next Federal Aid Project, will be let on Friday August 27, 2004.

Building Inspector, Larry Scott, stated that he is working through the districts.

Commissioner Allen made a motion to hold a special called meeting on July 23, 2004 at 12:00 p.m. Commissioner Thweatt seconded the motion. The meeting passed unanimously.

Commissioner Thweatt made a motion to adjourn. Commissioner Oliver seconded the motion. The motion passed unanimously.
