Special Called Meeting

The Tallapoosa County Commission held a special called meeting October 15, 2004 at the Courthouse in Dadeville, AL at 1:00 p.m. All commissioners were present except District 1 Commissioner, Thomas L. Coley Jr.

Chairman Shaw called the meeting to order.

Chairman Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Allen made a motion to approve the September 13, 2004 minutes. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve the September 15, 2004 minutes. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve the September 30, 2004 minutes. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve the October 7, 2004 minutes. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve the warrants. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to award the bid for a 420 backhoe to Thompson Tractor. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to award the bid for a track loader to Thompson Tractor. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to award the bid for a 312 Excavator to Thompson Tractor. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

County Engineer, David Moore, requested to hire James Treadwell as a temporary employee to work in the Tallapoosa County Industrial Park. Commissioner Allen made a motion to hire Treadwell. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Oliver made a motion to award pit options for the Bryan Pit. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to award pit options for the Stiff Pit. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to appoint Nikki Holloway to the Horseshoe Bend Library Board to finish Julia Berry's term. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the Retail Table Wine License for Jim's Bait Shop. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve the Retail Beer License for Jim's Bait Shop. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to support the Amendment 3 Resolution regarding Economic Development. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Oliver made a motion to approve the salary schedule for FY 2005. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve the Holiday Pay Policy. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to rescind the previous motion adopting the Lee County Building Permit Fees, to adopt the Alexander City Building Permit Fees, to adopt the Southern Building Codes, and wait until January to start collecting fees. Commissioner Shaw seconded the motion. Commissioner Thweatt, Commissioner Shaw, and Commissioner Oliver voted to approve the motion. Commissioner Allen voted not to approve the motion. The motion passed with a 3-1 vote. Attachment

EMA Director, Joe Paul Boone, stated that he met with FEMA and has the paperwork started to receive public assistance for Hurricane Ivan victims.

County Attorney, E. Paul Jones, stated that his campaign is hosting a fish fry Thursday October 21, 2004 from 5:00 to 7:30. Everyone is invited to attend.

Commissioner Thweatt stated that he regrets the fact that the Alexander City Outlook called the Industrial Park an "eye sore". Commissioner Thweatt stated that the park is still under construction. Commissioner Thweatt stated that the Alexander City Outlook needs to reconsider what they are saying.

Commissioner Thweatt made a motion to adjourn. Commissioner Oliver seconded the motion. The motion passed unanimously. The meeting adjourned at 1:25 p.m.
