8/19/1999 - Community Meeting

The Tallapoosa County Commission held its regularly scheduled meeting at the Courthouse in Dadeville, Alabama on August 9, 1999 at 2:30 P.M. Members present were Gerald McGill, Johnny Allen, Frank Tapley, T. C. Coley, Jr., and William Thweatt. Commission Chairman Johnny Allen called the meeting to order. Commissioner Thweatt gave the invocation. The Pledge of Allegiance followed.

Commissioner McGill made the motion to approve the minutes of the July 27, 1999 meeting. Following a second by Commissioner Coley, the minutes were approved unanimously.

Sheriff Jimmy Abbett requested the County Commission accept the bid from Globel Tel for inmate phone services. (The bids were opened July 12, 1999 and referred to the Sheriff for review.) Upon motion by Commissioner McGill, and a second by Commissioner Coley, the request was approved by a unanimous vote.

Bids were opened for a shop building for District 3 and referred to the County Engineer for study. Commissioner Tapley made a motion to accept the low bid that meets specifications. Commissioner Thweatt seconded the motion and approval was unanimous.

Commissioner Thweatt made a motion to reappoint Rosemary Turner to the Tallapoosa County Board of Human Resources. Following a second by Commissioner Tapley, the motion was approved by unanimous vote.

Revenue Commissioner Linda Harris requested approval to hire an appraiser. Position was budgeted in 1998-1999 fiscal year. Upon motion by Commissioner McGill and a second by Commissioner Coley, Ms. Harris' request was approved unanimously.

Commissioner McGill made a motion to approve a request from the Board of Registrars to acquire internet service. The motion was seconded by Commissioner Thweatt and adopted by a unanimous vote.

Commissioner Coley made the motion to designate November 15, 1999 as "Alabama Recycles Day" in Tallapoosa County. Following a second by Commissioner McGill, the motion was approved unanimously.

County Administrator Jeanette Medders notified the Commission she had a copy of an ad for review and related changes made in laws pertaining to license inspector.

Commissioner McGill made a motion to designate Commissioner William Thweatt as delegate to the ACCA Convention. Following a second by Commissioner Tapley, the motion was approved by a unanimous vote. Following discussion, the Commission gave Michael Lucas approval to purchase a portable office trailer to be used at Hillabee Voting House, located in Beat 3, to accommodate voters in the split district. Mr. Lucas was instructed to use inmate road crew to cut grass at polling places and to order portable toilets for use on Election Day.

County Engineer Dan Cook requested an Executive Session.

County Attorney E. Paul Jones requested an Executive Session.

Commissioner Coley informed the Commission the Human Resource Committee was to meet following the Commission meeting.

Upon motion by Commissioner McGill, seconded by Commissioner Thweatt and approved unanimously, the Commission entered into an Executive Session.

Upon motion by Commissioner Thweatt, seconded by Commissioner McGill and approved unanimously, the Commission returned to Regular Session.

Following a motion by Commissioner Thweatt, seconded by Commissioner McGill and approved by a unanimous vote, the meeting was adjourned.
