Regular Meeting
September 12, 2005

The Tallapoosa County Commission held its regular meeting September 12, 2005 at the Courthouse in Dadeville, AL at 9:00 a.m.  All commissioners were present. Tallapoosa Publishers was also present.   

Chairman Oliver called the meeting to order at 9:00 a.m.

Commissioner Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Thweatt made a motion to approve the warrants. Commissioner Allen seconded the motion. The motion passed unanimously.

Danny Lloyd with the Volunteer Fire Department Association addressed the Commission. Lloyd addressed the new Attorney General's opinion issued for the Hospital Board money. Lloyd asked that the Commission set up a procedure for requesting the money and its distribution. Lloyd inquired on the budget request of $5,000 for each volunteer fire department. Lloyd wanted to know if public budget meetings are scheduled. Lloyd updated the Commission on the departments that have received FEMA grants. Lloyd also reminded the Commission of the EMT classes that are to start in January. 

David Heinzen thanked the Commission for supplying dump trucks for the Lake Martin Clean-Up Day which will be October 15th, from 8: oo a.m. to 12:00 noon. Heinzen encouraged everyone to come out and participate in clean-up.   Commissioner Allen stated that the Commission is very appreciative of everything that is being done to help cut down on litter.

Tammy Templeton, Tallapoosa County School Nurse, addressed the Commission concerning funding from the sale of the hospital. Templeton stated that assistance is needed to combat the mounting health needs of the Tallapoosa County School system.

Sandra Weaver did not address the Commission.

County Administrator, Annette McGrady, stated that the purchase order cut-off date for the end of Fiscal Year 2005 is September 16, 2005. After that date, purchase orders will only be issued in the case of an emergency. 

Timothy Birt with the Children's Advocacy Center addressed the Commission concerning funding. Birt thanked the Commission for the funding from last year and requested to be considered for an appropriation for this year.

 

Commissioner Shaw made a motion to award bid # 001-FY2005-44 for a Dispatch Workstation to AllCom Wireless, allowing Sheriff Abbett to negotiate the price depending on options. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to approve the changes to the Tallapoosa County Personnel Policy. Commissioner Coley seconded the motion. The motion passed with a 4-0 vote with an abstention from Commissioner Thweatt.  Attachment

Commissioner Shaw made a motion to award bid # 001-FY2005-43 for VHF and Uhf Hand Held Two-Way Radios to Communications and Electronics. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to approve the contract with the State of Alabama Department of Youth Services for FY2005-2006. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to approve the Retail Table Wine (On or Off Premise Only) License for Oskar Enterprises, Inc. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to award the annual bids. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to award bid # 111-FY2005-43 for Tri-axle Trucks to Gulf Coast Trucks. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to award bid # 111-FY2005-44 for Truck Tractors to Gulf Coast Trucks. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to seek right-of-way on Ghost Hollow Road. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to seek right-of-way on Britton Road. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to reclassify Cowpens Road to a Minor Collector. Commissioner Coley seconded the motion. The motion passed unanimously.  Attachment

Commissioner Allen made a motion to approve the Preliminary Plat for The Hideaway Subdivision. Commissioner Thweatt seconded the motion. The motion passed unanimously. 

Commissioner Thweatt made a motion to approve the Reappraisal Budget. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve the contract for J.A. Treadwell. Commissioner Thweatt seconded the motion.  Commissioners Allen, Thweatt, and Oliver voted yes. Commissioners Shaw and Coley voted no. The motion passed with a 3-2 vote.  Attachment

Commissioner Thweatt made a motion to approve the S&W Contracts for the Revenue and Probate Offices. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to approve the Policy for the Rules of Procedure for the Tallapoosa County Commission Meetings. Commissioner Coley seconded the motion.  The motion passed with a 3-2 vote. Commissioners Oliver, Shaw, and Coley voted yes. Commissioners Thweatt and Allen voted no. Attachment

Commissioner Shaw made a motion to approve the Policy for Recording Procedures of the Tallapoosa County Commission Meetings. Commissioner Coley seconded the motion. The motion passed with a 4-0 vote with an abstention from Commissioner Allen. Attachment

Commissioner Shaw made a motion to appoint Commissioner Thweatt as Vice-Chairman of the Commission. Commissioner Allen seconded the motion.  The motion passed unanimously.

Commissioner Shaw made a motion to approve the Restaurant Retail Liquor License for Home Plate Cafe. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to hire a part-time employee, Debra Dunn, for the Reappraisal Department. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to hire William (Mac) McKenzie as an appraiser Trainee in the Reappraisal Department. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to approve the resolution for the Retirees Act 2005-316. Commissioner Allen seconded the motion. The motion passed unanimously.

Chairman Oliver announced that the Courthouse will be closed for Columbus Day on October 10, 2005. 

Chairman Oliver announced that the Commission will have a Special Called Meeting September 30, 2005 at 2:00 p.m.

Chairman Oliver made a motion to adjourn.  Commissioner Shaw seconded the motion. The meeting adjourned.
