Regular Meeting
December 5, 2005

The Tallapoosa County Commission held its regular meeting December 5, 2005 at the Courthouse in Dadeville, AL at 9:00 a.m.  Tallapoosa Publishers was present.   

Chairman Oliver called the meeting to order at 9:00 a.m.

Public Comments from Citizens:

Tony Adcock with Pace's Point Fire & Rescue addressed the Commission requesting $28,000 as matching funds for a response vehicle. Attachment

Darryl Gregg, Fire Chief of the Buttston Volunteer Fire Department addressed the Commission requesting $22,000 for the restoration of an ambulance to serve as a rescue vehicle. Attachment

Paul Mathis with the Hackneyville Volunteer Fire Department addressed the Commission requesting $20,080 for the purchase of the Jaws of Life.

Jason Moran with the Eagle Creek Volunteer Fire Department addressed the Commission requesting $18,000 for the purchase of the Jaws of Life. Attachment

Lavina Burt with the Alex City Work Release Center addressed the Commission requesting that a Commissioner serve on the Advising Board.

Al Blythe with the Board of Registrars addressed the Commission requesting information on redistricting. Blythe asked if the Commission has agreed on a redistricting plan.  Commissioner Coley stated that a meeting is being held on December 13, 2005 to discuss the redistricting plan. Attachment

Public Comments from Elected Officials:

Commissioner Thweatt stated that he agrees with the Alexander City Board of Education's decision to not allow students outside of the school district to enroll.

Commissioner Thweatt stated that Channel 12 News had a report about the roads in neighboring counties of Tallapoosa County and that Elmore County needs $35 million to repair roads.

Commissioner Thweatt stated that litter is still a problem. He stated that he picked up fifteen (15) Tallapoosa Advertiser's as littler.

Commissioner Thweatt stated that he will support Volunteer Fire Department's that cut trees out of roads. Commissioner Thweatt asked that the Volunteer Fire Departments keep a count of how many trees they cut.

Commissioner Coley asked County Attorney Thomas Radney to look into whether the Jaws of Life would fall under the right conditions to be paid out of the Hospital Board money.

Chairman Oliver called the roll. All commissioners were present.

Commissioner Shaw gave the invocation.

Chairman Oliver led the Pledge of Allegiance.

Consent Agenda:

Commissioner Thweatt made a motion to approve the November 14th and November 21st Commission minutes. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to approve purchase orders for the Highway department and warrants for all funds. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Coley made a motion to approve Aliant Bank and the Bank of Dadeville as cash depositories and Regions Bank as a cash with fiscal agents depository.  Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to appoint Chris Nelson to the Walnut Hill Water Authority. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Coley made a motion to approve the change of location of Beat 1 Box 3 and Beat 3 Box 1 to the Alex City Methodist Church. Commissioner Allen seconded the motion. The motion passed unanimously. 

Commissioner Thweatt made a motion to approve $150,000 as direct support for the Tallapoosa County Board of Education Nurse Program. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve direct support for East Tallapoosa Medical Foundation for $20,000 from the Hospital board money.  Commissioner Coley seconded the motion. The motion passed unanimously.  Attachment

Commissioner Allen made a motion to table the following items:
H. approve funding for Pace's Point Fire & Rescue
I. approve funding for Buttston VFD
J. approve funding for Hackneyville VFD
K. approve funding for Eagle Creek VFD
Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to amend the Hospital Board Fund Budget to reflect direct support. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the request of leave without pay for November 19-December 20, 2005 for Norman Brooks. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to surplus a 1996 Chevrolet Suburban VIN # 3gngc26r2tg147497. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made motion to approve the Christmas holiday for Monday December 26, 2005. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to have a public meeting regarding redistricting on December 13, 2005 at 4:00 p.m.  Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to approve the addition to the Holiday policy for the Sheriff's department. Commission Allen seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to table the bids for the cleaning supplies. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to accept Chairman Oliver's resignation as Chairman. Commissioner Shaw seconded the motion. The motion passed unanimously. 

Commissioner Coley made a motion to appoint Commissioner Thweatt as Chairman. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to appoint Commissioner Allen as Vice-Chairman. Commissioner Coley seconded the motion. The motion passed unanimously.

Discussion Items by Commissioners:
Commissioner Allen made a motion to hire Richard Pettit as a part-time employee for the Highway Department. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Announcements:

Commissioner Oliver announced that the Courthouse will be closed for the Christmas holiday on Monday December 26, 2005 and for the New Year's holiday on Monday January 2, 2006.

ChairmanThweatt wished everyone a Merry Christmas.

Commissioner Shaw thanked Commissioner Oliver for his hard work during his time as Chairman.

Commissioner Coley thanked Commissioner Oliver for his work and wished everyone a Merry Christmas. Commissioner Coley also requested that Thomas Radney look into the contract problems.

Commissioner Allen thanked Commissioner Oliver for his work.

Commissioner Allen made a motion to adjourn. Commissioner Coley seconded the motion. The motion passed unanimously.
