4/20/2007 - Special Called Meeting

The Tallapoosa County Commission held a special called meeting April 20, 2007 at the Courthouse in Dadeville, AL at 9:00 a.m. Tallapoosa Publishers was present.

Chairman Coley called the meeting to order.

Chairman Coley called the roll. All Commissioners were present.

Commissioner Shaw gave the invocation.

Chairman Coley led the Pledge of Allegiance.

Consent Agenda:
Commissioner Shaw made a motion to approve the Retail Beer (Off Premises Only) License for Veazey’s Marina upon final approval by the Sheriff. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Tapley made a motion to approve the Staffing Recommendations presented by County Administrator, Blake Beck. Commissioner Shaw seconded the motion. The motion passed unanimously.

Chairman Coley stated that at the April 9th meeting, the Commission approved the hiring of part-time employees for the Highway Department, to be paid for with Discretionary Funds. Chairman Coley stated that there are funds available in the Highway Department Budget to cover these expenses. Commissioner Shaw made a motion to fund the part-time highway department employees using Highway Department Funds instead of Discretionary Funds. Commissioner Allen seconded the motion. Commissioner Tapley stated that he was under the impression that the County would have to borrow money to make payroll. Commissioner Tapley also stated that the County should not get themselves even deeper in debt. Chairman Coley stated that the Commission as a whole has not had a discussion concerning borrowing money to make payroll. Chairman Coley called for the vote. The motion passed by a 3-2 vote. Commissioners Shaw, Allen, and Coley voted yes. Commissioners Tapley and Thweatt voted no.

Commissioner Thweatt made a motion to approve the contract with the County Engineer. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to declare May as “Older American’s Month”. Commissioner Allen seconded the motion. The motion passed unanimously.

Discussion Items by Commissioners:
Commissioner Allen made a motion to enter into executive session to discuss economic opportunities. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to return to regular session. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to authorize Chairman Coley to execute an agreement for Economic Development. Commissioner Allen seconded the motion. The motion passed with a 4-0 vote. Commissioners Shaw, Allen, Thweatt, and Coley voted yes. Commissioner Tapley abstained.

Commissioner Thweatt requested that the Commissioners receive a copy of the bills before the meeting so that they have time to review them before approving to pay them.
