September 13, 2010

 

The Tallapoosa County Commission held its regularly scheduled meeting September 13, 2010 at the courthouse in Dadeville, Alabama at 9:00 a.m.

 

Chairperson Thweatt called the meeting to order.

 

Blake Beck gave the invocation.

 

Chairperson Thweatt led the Pledge of Allegiance.

 

Chairperson Thweatt called roll. Commissioners Coley, Shaw, Tapley and Thweatt were present.

Samuel Ellis requested to address the Commission. He did not appear.

 

Mike Wingard requested to address the Commission. He did not appear.

Consent Agenda

 

Commissioner Coley made a motion to amend the consent agenda to add an item concerning a light at an intersection. Commissioner Shaw seconded the motion. The motion passed unanimously.

 

Commissioner Shaw made a motion to approve the minutes of the August 9, 2010 and September 7, 2010 meetings. Commissioner Tapley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to approve the warrants and purchase orders. Commissioner Coley seconded the motion.  The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion to approve transfer of leave. Commissioner Coley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion to approve a contract with the Department of Youth Services. Commissioner Coley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to approve a contract with the Lee County Detention Center. Commissioner Coley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Coley made a motion to approve annual bids for the highway department. Commissioner Shaw seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Coley made a motion to approve a resolution authorizing an amendment to the contract with Charter Communications allowing Charter to increase their commercial general liability insurance coverage. Commissioner Shaw seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to table the bid award for the HVAC upgrade. Commissioner Coley seconded the motion. The motion passed unanimously.

 

Commissioner Coley made a motion to approve a resolution renewing participation in the ACCA Self-Insurance Liability Fund. Commissioner Shaw seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to approve the appointment of Anne Freeman to the Horseshoe Bend Regional Library. Commissioner Tapley seconded the motion. The motion passed unanimously.

 

Commissioner Tapley made a motion to approve the moving of a polling place from Tallassee Library to Tallassee City Hall. Commissioner Shaw seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Coley made a motion to approve payment of up to $500.00 for cremation of a body. Commissioner Tapley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Coley made a motion to approve the installation and all cost of the operation of a street light at the intersection of Highway 22 and Andrew Jackson Road to be paid from district 1 discretionary funds. Motion was contingent upon the County obtaining appropriate right of way. Commissioner Tapley seconded the motion. The motion passed unanimously.

Commissioner Tapley made a motion to approve fiscal year 2011 budget. Commissioner Coley seconded the motion. The motion passed unanimously. See attachment.

Commissioner Tapley made a motion to change the October meeting date to October 18, 2010. Commissioner Shaw seconded the motion. The motion passed unanimously.

 

Discussion Items

 

County engineer David Moore advised the Commission that the GIS data map was a valuable resource and provided information on its use and future plans regarding its application.
