Minutes – Regular Meeting

 

February 22, 2011

 

The Tallapoosa County Commission held its regularly scheduled meeting February 22, 2011 at the courthouse in Dadeville, Alabama at 9:00 a.m.

 

Chairman Coley called the meeting to order.

 

Commissioner Shaw gave the invocation.

 

Chairman Coley led the Pledge of Allegiance.

 

Chairman Coley called roll. All commissioners were present.

 

Public Comments from Citizens

 

Marvin Wagoner with the Alexander City Chamber of Commerce thanked the Commission for funding appropriated to construct a birding trail in Tallapoosa County and gave an update on the progress of the project.

 

Barrett Vaughan with the Tuskegee University Cooperative Extension advised the Commission of an ongoing project in the County concerning home energy and septic system education.

 

Danny Lloyd with the Volunteer Firefighters Association discussed the requirement for a move to narrow banding for communication equipment and the need for funding to implement the mandate.

 

 

Public Comments from Officials

 

Superintendent Lou Ann Wagoner of the Alexander City Board of Education addressed the Commission requesting that they consider raising the County wide use tax from one tenth of a percent to one percent.

 

Commissioner Tapley made a motion to amend the consent agenda adding item M – approval of an individual to the Hackneyville Water Board. Commissioner Shaw seconded the motion. The motion passed unanimously.

 

Commissioner Tapley made a motion to amend the agenda under new business adding item C – negotiation of an economic incentive plan. Commissioner Shaw seconded the motion. The motion passed unanimously.

 

 

 

Consent Agenda

 

Commissioner Shaw made a motion to approve the minutes of the January 10, 2011 meeting. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to approve the warrants and purchase orders. Commissioner Holt seconded the motion.  The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to approve transfer of employee leave. Commissioner Thweatt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion to approve lounge retail liquor license application – class I for Rumors. Commissioner Shaw seconded the motion. The motion passed unanimously. It was determined after the meeting that the establishment was actually located in the city limits of Jackson Gap. The applicant and ABC Board were notified that application was submitted to the wrong jurisdiction and a notice of approval was not issued.

 

Commissioner Thweatt made a motion to surplus Highway Department equipment. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion to approve the creation of a right-of-way technician position for the Highway Department with the position to be filled from existing personnel. Commissioner Thweatt seconded the motion. The motion passed unanimously.

 

Commissioner Shaw made a motion to approve the final plat for Willow Glynn, Phase II. Commissioner Holt seconded the motion. The motion passed unanimously.

 

Commissioner Holt made a motion to approve a preliminary plat for Teakwood Landing Subdivision. Commissioner Thweatt seconded the motion. The motion passed unanimously.

 

Commissioner Tapley made a motion to approve a bid from Ben Atkinson Ford for three Sheriff’s cars. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to approve a resolution adopting the Tallapoosa County Multi-Jurisdictional Hazard Mitigation Plan. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Shaw made a motion to approve the annual levy of County alcohol licensing fees. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to approve the annual levy of County property taxes. Commissioner Shaw seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion to approve the appointment of Robert Martin to the Hackneyville Water Authority. Commissioner Shaw seconded the motion. The motion passed unanimously.

 

Executive Session

 

Commissioner Shaw made a motion to enter executive session to discuss a pending legal matter and economic Development. Commissioner Tapley seconded the motion. The motion passed unanimously.

 

Commissioner Tapley made a motion to enter back into regular session. Commissioner Shaw seconded the motion. The motion passed unanimously.

 

Old Business

New Business

 

Commissioner Tapley made a motion to deny authorizing the City of Alexander City to seek permitting of an inert landfill. Commissioner Holt seconded the motion. The motion passed with a majority vote; Commissioners Shaw, Tapley, and Holt voting aye and Commissioner Coley and Thweatt voting nay.

 

Commissioner Tapley made a motion to seek proposals for County Attorney. Commissioner Holt seconded the motion. The motion passed with a majority vote; Commissioners Shaw, Tapley, and Holt voting aye and Commissioner Coley and Thweatt voting nay.

 

Commissioner Tapley made a motion to authorize the Chairman to negotiate an incentives agreement for economic development regarding project CJ. Commissioner Holt seconded the motion. The motion passed unanimously.

 

 

 

 

 

 

 

Discussion Items

 

County engineer David Moore addressed the Commission concerning logging trucks on County roads. He advised that some logging companies were causing problems. He further stated that some places were instituting a permitting process to combat the issues. He indicated that he would be reviewing this process and coming back to the Commission with some recommendations.

 

 

Announcements

 

Commissioner Tapley made a motion to adjourn. Commissioner Holt seconded the motion. The motion passed unanimously.
