Minutes – Regular Meeting

 

May 14, 2012

 

The Tallapoosa County Commission held its regularly scheduled meeting May 14, 2012 at the courthouse in Dadeville, Alabama at 9:00 a.m.

 

Vice Chairman Tapley called the meeting to order.

 

Blake Beck gave the invocation.

 

Vice Chairman Tapley led the Pledge of Allegiance.

 

Vice Chairman Tapley called roll. Commissioners Coley, Tapley, Thweatt and Holt were present. Chairman Shaw was absent.

 

Public Comments from Citizens

 

A Mr. Zettler representing Stillwaters Properties addressed the Commission concerning the platting of some property within Stillwaters. After some discussion, it was decided that Mr. Zettler should present a resolution regarding the matter for the Commission to consider at the next regularly scheduled meeting.

Consent Agenda

 

Commissioner Thweatt made a motion to approve the minutes of the April 9, 2012 meeting. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Holt made a motion to approve the warrants and purchase orders. Commissioner Coley seconded the motion.  The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to approve the surplus of Sheriff’s Office vehicles. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Holt made a motion to approve a resolution authorizing the financing agreement with BancorpSouth for Sheriff’s cars. Commissioner Thweatt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to approve a resolution proposing an amendment to the certificate of incorporation of Jackson’s Gap Water Authority. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Coley made a motion to approve a letter of designation for ARISE as implementing agency for the section 5311 project. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

 

Commissioner Thweatt made a motion to approve the appointment of Raphelia Forbus to the Tallapoosa County Department of Human Resources Board. Commissioner Tapley seconded the motion. The motion passed unanimously.

 

Commissioner Holt made a motion to approve a resolution to initiate projects for ATRIP, Phase 2 – resurface South Churchill Road/bridge replacement on Hampton Road. Commissioner Thweatt seconded the month. The motion passed unanimously. See attachment.

 

Commissioner Thweatt made a motion to approve the surplus of Highway Department equipment numbered 3012,4109,4114,and 8540. Commissioner Holt seconded the motion. The motion passed unanimously.

 

Commissioner Holt made a motion to appoint Commissioner Tapley to the Chairmanship and Commissioner Thweatt to the Vice Chairmanship while leaving Commissioner Shaw as the board member on the Lake Martin Economic Development Authority. Vice Chairman Tapley seconded the motion. After some discussion, Vice Chairman Tapley called for a vote.

Commissioners Holt and Tapley voted yes. Commissioners Coley and Thweatt voted no. The motioned failed to obtain a majority.

 

Executive Session

 

Commissioner Coley made a motion to enter into executive session to discuss a pending legal matter. Commissioner Holt seconded the motion. The motion passed unanimously.

 

Commissioner Thweatt made a motion to exit executive session and reconvene the regular session. Commissioner Holt seconded the motion. The motion passed unanimously.

 

Old Business

 

Commissioner Holt made a motion to vacate Hutcherson Place. Commissioner Thweatt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Holt made a motion to approve a retail beer (off premise only) and retail wine (off premise only) license for Lakeside Marina LLC. Commissioner Thweatt seconded the motion. The motion passed unanimously. See attachment.
