April 8, 2013

 

The Tallapoosa County Commission held its regularly scheduled meeting April 8, 2013 at the courthouse in Dadeville, Alabama at 9:00 a.m.

 

Chairperson Thweatt called the meeting to order.

 

David Moore gave the invocation.

 

Commissioner Robinson led the Pledge of Allegiance.

 

Chairperson Thweatt called roll. Commissioners Robinson, Tapley, Thweatt and Holt were present. Commissioner Coley was absent.

Public Comments from Officials

 

Commissioner Tapley made a motion to move Probate Judge Leon Archer’s presentation regarding work conditions, additional hires, and the changing of office hours to action item I under the consent agenda. Commissioner Holt seconded the motion. The motion passed unanimously.

 

Consent Agenda

 

Commissioner Tapley made a motion to approve the minutes of the March 11, 2013 meeting. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Holt made a motion to approve the warrants and purchase orders. Commissioner Tapley seconded the motion.  The motion passed unanimously. See attachment.

 

Commissioner Holt made a motion to surplus inventory item No. 5041. Commissioner Robinson seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Robinson made a motion to approve the final plat for Willow Glynn, Phase IIA. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Holt made a motion to approve an agreement between ARISE Inc. and Wall Street Senior Center. Commissioner Tapley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Holt made a motion to approve 050 retail beer (off premise only) and 070 retail wine (off premise only) licenses for Walnut Hill Grocery. Commissioner Tapley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Robinson made a motion to approve a proclamation declaring April as child abuse prevention month.  Commissioner Tapley seconded the motion. The motion passed unanimously. See attachment.

 

Commissioner Tapley made a motion approve the appointment of Judge Ray Martin to the Board of Directors of the Community Action Committee Inc. of Chambers-Tallapoosa-Coosa. Commissioner Holt seconded the motion. The motion passed unanimously.

 

Probate Judge Leon Archer addressed the Commission requesting that they consider allowing him funding to add one tag clerk and one probate clerk position. In addition he requested that the Commission seek to address working conditions related to air conditioning. Commissioner Tapley made a motion to amend the FY2013 budget to add the two positions requested and to authorize the County Administrator to do whatever was necessary including any related budget amendments to address the concerns of the Probate Judge related to the air conditioning. Commissioner Holt seconded the motion. The motion passed with a majority. Commissioners Robinson, Tapley, and Holt voted yes. Commissioner Thweatt voted no.

Discussion Items

 

Commissioner Robinson addressed the Commission concerning a legislative pursuit that would form the South Lake Martin Fire District in the Willow Point/Ourtown, and Windermere area.

 

County Administrator Blake Beck addressed the Commission regarding participation in the PALS litter pick up program.

 

Announcements

 

Commissioner Holt made a motion to adjourn the meeting. Commissioner Robinson seconded the motion. The motion passed unanimously.
