Minutes – Regular Meeting
January 13, 2014
The Tallapoosa County Commission held its regularly scheduled meeting January 13, 2014 at the courthouse in Dadeville, Alabama at 9:00 a.m.
Chairperson Thweatt called the meeting to order.
Blake Beck gave the invocation.
Chairperson Thweatt led the Pledge of Allegiance.
Chairperson Thweatt called roll. All Commissioners were present.

Public Comments from Officials
Probate Judge Leon Archer addressed the Commission concerning two items. The first was a request to relocate a World War II monument honoring two individuals who were killed during the war to the front of the Courthouse. The Commission advised that that was acceptable and to coordinate with County Administrator Blake Beck.
The second item was a proposal that the office space being vacated by the Board of Education’s impending move be allocated to the Probate Judge’s office. The Commission advised Judge Archer that County Administrator Beck would review and submit recommendations to the Commission for consideration.
Consent Agenda
Commissioner Robinson made a motion to approve the minutes of the December 9, 2013 meeting. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.
Commissioner Coley made a motion to approve the warrants and purchase orders. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.
Commissioner Tapley made a motion to approve not participating in the 2014 Severe Weather Preparedness Holiday. Commissioner Robinson seconded the motion. The motion passed unanimously.
Commissioner Coley made a motion to approve a resolution authorizing the chairperson to execute the renewal of the 2015-2017 ACCA Liability Self-Insurance Fund Participation Agreement. Commissioner Robinson seconded the motion. The motion passed unanimously. See attachment.
Commissioner Tapley made a motion to appoint Commissioner Holt as Chairman and Commissioner Coley as Vice Chairman effective February 1, 2014. Commissioner Coley seconded the motion. The motion passed unanimously.
Commissioner Tapley made a motion to approve a preliminary plat for The Village Subdivision Plat No. 12. Commissioner Coley seconded the motion. The motion passed unanimously. See attachment.
Commissioner Tapley made a motion to approve the indigent burials of Mary Lou Jones Pearson, Johnny Reeves, and Eddie Wayne Couch. Commissioner Holt seconded the motion. The motion passed unanimously. See attachment.
Commissioner Tapley made a motion to approve changing Beat 1 Box 3 polling place from Cooper Community Center to Duncan Memorial Community Center. Commissioner Holt seconded the motion. The motion passed with Commissioners, Robinson, Tapley, Thweatt and Holt voting yes and Commissioner Coley abstaining. See attachment.
Commissioner Tapley made a motion to approve a leave of absence for an employee. Commissioner Robinson seconded the motion. The motion passed unanimously. See attachment.
Commissioner Robinson made a motion to approve a Class 160 License Special Event for The Stables. Commissioner Coley seconded the motion. The motion passed unanimously.

Discussion Items
Commissioner Coley, revisiting Judge Archer’s request for the soon to be vacated space in the courthouse, suggested that sufficient time be taken regarding the decision of how utilize to the space so that the public’s best interest were served.
