Regular Meeting
April 11, 2005

The Tallapoosa County Commission held its regular meeting April 11, 2005 at the Courthouse in Dadeville, AL at 9:00 a.m. All commissioners were present.

Chairman Shaw called the meeting to order.

Chairman Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Thweatt made a motion to approve the March 14th minutes. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Coley made a motion to approve the warrants. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Danny Lloyd with the Volunteer Fire Department Association addressed the Commission. He stated that the $5,000 from the Commission was great. Lloyd requested a reoccurring supplement. He stated that the VFDA is working toward other sources of funding. Lloyd stated that some of the departments have received a grant from FEMA for equipment. The drawback is that once you receive money from FEMA for a vehicle, they will not give you more money in regard to vehicles. Commissioner Thweatt and Chairman Shaw stated that the VFDA has their continued support. Attachment

Chairman Shaw stated that the Security desk is already in place at the front door of the Courthouse. He also stated that the scanner from upstairs in the Courtroom will be moved downstairs. Chairman Shaw stated that the door locks will be changed and everyone will need to enter the Courthouse by the front door.

Commissioner Allen made a motion to declare April as Child Abuse Prevention month. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to submit the CDBG Application for Jackson's Gap Water Authority. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to post a Weight Limit (14 tons) on Valley Road. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the Re-division of Harbor Point Subdivision. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Oliver made a motion to seek bids for copy machines for County offices. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Oliver made a motion to award the bid (001-FY2005-32) for copy machines for County offices to Xerox. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Oliver made a motion to seek bids for Precast Box Culver. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to award the bid for Precast Box Culver (108-FY2005-33) to Sherman Concrete. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to award the bid for a Shoulder Widener (111-FY2005-33) to Joe Money Machinery. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment

Commissioner Coley made a motion to seek bids for guardrails for County roads. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to seek Material Option from Terry Jones. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt questioned whether the Personnel Policy allowed the Commission to select the Holiday Schedule. County Administrator Annette McGrady stated that yes; the Commission has the discretion to choose the holidays. Commissioner Thweatt requested that the Commission go into executive session after the Meeting.

Commissioner Thweatt stated that litter is a problem, but is should not be. He stated that the Commission at one time hired a deputy to investigate the litter problem. Commissioner Thweatt stated that he would like to see the Alexander City Outlook to find a better way to distribute their paper. Commissioner Thweatt stated that they are littering, but it is not considered littering. Commissioner Thweatt stated that if anyone can bring old appliances that they have no place to put to his County Shop and he will take care of it.

Commissioner Coley made a motion to table the approval of the proposed location of a cemetery on North Central Avenue by New Life Missionary Baptist Church. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion approve the 2005 EMPG Cooperative Agreement for EMA. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to surplus the 2004 Dump Trucks and CAT Equipment. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

County Engineer David Moore stated that the auctions on March 9th and 10th were good days for Tallapoosa County. Regarding the dump trucks, Moore stated that the only money that the County was out was for the cost of operation. Moore also stated that regarding the CAT equipment for the last 3 years has only cost the county $10,000 a year per piece of equipment.

Commissioner Coley made a motion to table item C, Tallapoosa County Farmers Market. Commissioner Oliver seconded the motion. The motion passed unanimously.

Chairman Shaw announced that the Leadership Lake Martin City/County Day will be April 13, 2005.

Chairman Shaw announced that County Day at the Legislature will be April 19-20, 2005.

Chairman Shaw announced that the Courthouse will be closed on April 25, 2005 for confederate Memorial Day.

Revenue Commissioner Linda Harris stated that litter is a problem. Harris suggested that the County use the inmates to clean litter. The Commissioners informed Harris that the inmates are out everyday picking up litter. Chairman Shaw stated that Highway 49, 52, 22, and 63 are state highways and the County does not pick up litter on those roads. Chairman Shaw suggested that County Engineer David Moore contact the district engineer and try to get the litter cleaned up.

Anita Haggerty with E911 reported 57 new addresses to the Commission.

Commissioner Coley stated that Commissioner Thweatt is right on target with the litter control issue.

Commissioner Allen stated that while litter is a problem, 911 signs are also a big problem. Commissioner Allen stated that is costs a lot of money to replace the stolen signs.

Commissioner Thweatt made a motion to enter into executive session. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to return to regular session. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to adjourn. Commissioner Coley seconded the motion. The motion passed unanimously. Meeting adjourned at 10:00 a.m.
