Regular Term Meeting
September 13, 2004

The Tallapoosa County Commission held its regular scheduled meeting September 13, 2004 at the Courthouse in Dadeville, AL at 9:00 a.m. All commissioners were present.

Chairman Shaw called the meeting to order.

Chairman Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Coley made a motion to approve the August 9, 2004 minutes. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment.

Commissioner Coley made a motion to approve the August 23, 2004 minutes. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Commissioner Oliver made a motion to approve the warrants. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to move Item A to new business. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to accept the Veteran's Office Report for fiscal year 2003-2004. Commissioner Oliver seconded the motion. The motion passed unanimously.

Tommy Futral, Extension Agent Coordinator, gave the Commission a report addressing Extension Office changes for the fiscal year 2004-2005.

County Engineer, David Moore, addressed the Commission concerning Main Street in Jackson's Gap. Moore stated the road has been closed due to the construction on Highway 280. Moore talked to the Department of Transportation and was informed that Main Street in Jackson's Gap would not be open to traffic until the completion of construction.

Tallapoosa County School Nurse, Tammy Templeton, addressed the Commission requesting money from the Tallapoosa County Hospital Board. County Administrator, Annette McGrady stated that the hospital Board has agreed to give money to the County Commission, but the money has not been received. No action was taken. Attachment.

County Engineer, David Moore, addressed the Commission with his recommendations for annual bids. Moore stated that he did not receive a bid for granite. Moore requested permission to negotiate prices. Commissioner Allen made a motion to approve the annual bids for the Highway Department and to allow Moore to negotiate prices for granite. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Danny Lloyd with the Volunteer Fire Department Association addressed the Commission. Lloyd stated that the Commission tabled a motion to request funding from the Tallapoosa County Hospital Board. Lloyd asked if the Hospital Board was turning over the money for the Commission to distribute as they see fit. McGrady stated that that is the plan, but the money has not been received. Commissioner Coley stated that the Commission has not set a policy as to how the money should be spent. Lloyd stated that the task force needs to make progress in getting funding for the Volunteer Fire Departments. Chairman Shaw stated that the Commission did not address the task force at the last work session. Lloyd stated that the Volunteer Fire Departments are having a meeting September 14, 2004 with the Fire Association to discuss funding. Lloyd asked if the Commission has held a meeting with Senator Little and Representative Graham. Chairman Shaw stated that a date for the meeting has been set. Lloyd stated that the Fire Department's proposed budget was $140,000.00. Has this budget been approved? Chairman Shaw stated that no action has been taken on the proposed budget. Lloyd also stated that the fire departments have been helping to get trees out of the roadways. Is there anyway to reimburse the members for their gas money? Commissioner Thweatt stated that the Commission would be glad to handle the reimbursement. Attachment.

Dan Hart with the Volunteer Fire Department Association requested that the Commission direct the County Engineer and the Building Inspector to meet with the Fire Departments to inspect new water systems. Commissioner Coley made a motion to table this request until the next meeting. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the Club Liquor Class II license transfer to Willie's C.T. Private Club, Inc. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment.

Commissioner Coley made a motion to approve the policies for Tallapoosa County Building Codes and Schedule of Fees. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Commissioner Allen made a motion to approve a policy regarding residential water connections. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Commissioner Allen made a motion to approve the change of vacation leave for employees in the new personnel policy to (80) eighty hours. Commissioner Oliver seconded the motion. The motion passed with a 3-2 vote. Commissioner Allen, Commissioner Oliver, and Commissioner Thweatt voted yes. Chairman Shaw and Commissioner Coley voted no. Attachment.

Commissioner Allen made a motion to approve the resolution to set Tallapoosa County Road Priorities in June of each year. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Commissioner Coley stated that there were no District 1 roads on the Tallapoosa County Road Priorities list for fiscal year 2004-2005. Commissioner Allen made a motion to add District 1 roads to the list and to approve the list. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment.

Commissioner Allen made a motion to approve the Host Agency Agreement for the Senior AIDES program for fiscal year 2004-2005. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment.

Commissioner Allen made a motion to approve the Reappraisal Department Budget for fiscal year 2004-2205. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Commissioner Oliver made a motion to seek bids for computer equipment for the Reappraisal Department. Commissioner Coley seconded the motion. The motion passed unanimously.

Chairman Coley made a motion to award the computer equipment bids for the Reappraisal Department to Flagship. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment.

Commissioner Allen made a motion to approve the Solid Waste Plan for Tallapoosa County. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Commissioner Coley made a motion to seek bids for the foundation work and a Spec. building at the Tallapoosa County Industrial Park. Commissioner Allen seconded the motion. The motion passed unanimously. Commissioner Coley made a motion to authorize that County Engineer to seek other firms if he is not satisfied with the scope of work. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Commissioner Allen made a motion to approve the long-term storage lease with Harbor Pointe Marina. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Commissioner Coley made a motion to accept the new elevator contract with Central Elevator Inspection Services. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Sheriff Jimmy Abbett requested an updated on call list for after hours.

EMA Director Joe Paul Boone addressed the Commission concerning Hurricane Ivan. He stated that if Hurricane Ivan continues on the path that it is currently on, that our area will be impacted.

Commissioner Thweatt stated that the plastic pipe bidder could not get the pipe. He requested approval to get the pipe from the second lowest bidder. Commissioner Allen made a motion to allow Commissioner Thweatt to get pipe from the second lowest bidder. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to include dental insurance for retirees. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment.

Commissioner Allen made a motion to transfer vacation leave from George Carleton and Janis Yarbrough. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to adjourn. Commissioner Oliver seconded the motion. The motion passed unanimously.
