Regular Term Meeting
November 10, 2003

The Tallapoosa County Commission held its regularly scheduled meeting at the Courthouse in Dadeville, Alabama at 9:00 a.m. on November 10, 2003. All commissioners were present.

Chairman Thomas L. Coley Jr. called the meeting to order.

Commissioner Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Allen made a motion to amend the agenda to include item I: approval of the holiday schedule. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the minutes. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to approve the warrants. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to approve the contract with GOVDEALS, Inc. Commissioner Oliver seconded the motion. The motion passed unanimously. Contract attached.

Sheriff Jimmy Abbett recommended that the Commission deny the Retail Liquor License Class 1 for A.J.'s Community Club, Inc. Commissioner Oliver made a motion to deny the license. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment.

Commissioner Allen made a motion to approve the surplus property list. Commissioner Oliver seconded the motion. The motion passed unanimously. Current surplus list attached.

Commissioner Allen made a motion to approve the resolution to adopt the Accounting and Purchasing Policies. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment.

John Percy Oliver addressed the Commission to request the vacation of Silver Hill Road. Mr. Oliver stated that the only parties effected are the Oliver family and Alabama Power. Dan Cook recommended that the vacation be done. Commissioner Allen made a motion to vacate Silver Hill Road. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment.

Danny Lloyd with the Volunteer Fire Department Association addressed the Commission to ask for a work session to discuss the Volunteer Fire Department Association Tax. The Association is looking for guidance in what steps they need take to generate revenue. Commissioner Allen stated that the Commission is here to support the fire departments. He stated that the Commission spent money trying to help the fire departments. Commissioner Allen stated that the fire departments have his support. Commissioner Allen made a motion for a vote of confidence to show the Commission's support of the Volunteer Fire Departments. Commissioner Shaw seconded the motion. The motion passed unanimously. Commissioner Allen made a motion to create a task force comprised of County Commissioners, the County Attorney, Rep. Graham, Sen. Little, and members of the VFDA to address the issue at hand. Commissioner Shaw seconded the motion. The motion passed unanimously. The work session was set for the following Sunday afternoon at 5:00.

Dell Gamble of Care Ambulance addressed the Commission. Gamble stated that Tallapoosa County has no need to worry about Care Ambulance pulling out of Tallapoosa County. He stated that Care Ambulance is not going anywhere. Gamble also stated that Care Ambulance will be glad to help the Volunteer Fire Departments. Gamble informed the Commission that on November 10, 2003 at 11:00 a.m., the Life Savor Helicopter and Angel One Services would have a demonstration at the hospital.

Commissioner Thweatt made a motion to approve the transfer of sick leave time to Marianne Adams from David McMicheal. Commissioner Shaw seconded the motion. The motion passed unanimously.

Chairman Coley entertained the idea of adopting the State of Alabama Holiday Schedule. Commissioner Thweatt asked how many holidays that includes. Commissioner Allen made a motion to table the discussion until the December meeting. Commissioner Oliver seconded the motion. The motion passed unanimously.

County Engineer, Dan Cook requested that the Commission seek bids for a heated asphalt tank for district five. Commissioner Allen made a motion to seek bids. Commissioner Thweatt seconded the motion. The motion passed unanimously.

County Administrator, Annette McGrady, announced that all employees need to begin wearing identification badges. McGrady also asked that all department heads encourage their employees to participate in the United Way Campaign.

Commissioner Shaw stated that he has been a commissioner for one year. He thanked the other commissioners for all of their help.

Commissioner Thweatt addressed the Commission about adding a project on Dudleyville Road. County Engineer, Dan Cook stated that it would actually be two different projects. Commissioner Thweatt made a motion to allow Cook to draw a portion of West Lafayette Street out to Young's Ferry Road out to Dare Park. Thweatt stated that the city of Dadeville has agreed to pay a portion of the costs. He also stated that if another county turns it's money back in, that the county could be ready for this project. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion that by January 1st of each year, the county should have three sets of plans in the state at all times so when money comes available the county could utilize it. Commissioner Allen made a motion. Commissioner Shaw seconded the motion. The motion passed unanimously.

Chairman Coley announced that the Courthouse will be closed on November 11, 2003 in honor of Veteran's Day.

Commissioner Shaw made a motion to adjourn. Commissioner Oliver seconded the motion. The motion passed unanimously.
