June 13, 2005

The Tallapoosa County Commission held its regular meeting June 13, 2005 at the Courthouse in Dadeville, AL at 9:00 a.m. All commissioners were present. Tallapoosa Publishers was also present.

Chairman Oliver called the meeting to order.

Commissioner Shaw gave the invocation and led the Pledge of Allegiance.

Commissioner Allen made a motion to approve the May 9th minutes. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve the warrants. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Chairman Oliver recognized Patti Richardson for her Certified Appraiser Completion. Chairman Oliver recognized Probate Judge Gloria Sinclair and Chief Clerk Tina Tapley for Completion of the "Law for Probate Judges Courses".

Danny Lloyd with the Volunteer Fire Department Association addressed the Commission concerning funding for insurance. Lloyd requested that the Commission ask the Attorney General about the use of Hospital Board Money again. Lloyd stated that the insurance is a county-wide problem with Volunteer Fire Departments. Commissioner Allen suggested that the County Attorney contact the Attorney General for clarification.

Dave Heinzen with the Lake Martin Clean-Up addressed the Commission. Heinzen stated that Tallapoosa County has not had an organized clean-up in three (3) years, but that one is scheduled for Saturday October 15, 2005. Heinzen stated that he has requested roll-away garbage cans from the garbage companies. Heinzen requested that the Commission donate the use of dump trucks to help with removal of the garbage cans. Commissioner Allen stated that Lake Martin Clean-Up has the support of the Commission. Commissioner Thweatt asked if the shoreline would be included in the clean-up. Heinzen stated that in the past concentration has been on the roadways, but that boats would be in use in the clean-up so that both the roadway and the water would be cleaned.

Dick Bronson addressed the Commission concerning three issues: bid # 111-FY2005-18, bond issue, and the unit system.

Bid # 111-FY2005-18: Bronson wanted to know why new trucks were purchased for part-time jobs when the Sheriff's department is made to purchase used vehicles for full-time jobs.

Bond Issue: Bronson stated that the vote to approve the Bond Issue was 3-2. He questioned why there was not a public meeting to discuss the subject. Bronson also questioned why the Commission can spend $74,000 in cash for 3 trucks, but have to borrow money to fix the roads.

Unit System: Bronson stated that a group of citizens have sent a letter to the Attorney General requesting a review of the County's current system. Bronson stated that the citizens do not believe that the County is working under a unit system. Attachment.

Al Blythe addressed the Commission concerning redistricting. Blythe stated that the Board of Registrars is anticipating a very busy year for 2006. If the Commission is going to redistrict, the Board of Registrars would like to know when and to request that it be done as soon and simply as it can done. The Board of Registrars is responsible for sending voter registration cards with up-to-date voter information. If the Commission is going to redistrict, it needs to be done in an efficient manner for voters.

Commissioner Coley made a motion to amend the agenda to include Item O: Part-time for the Highway department. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Chairman Oliver made a motion to reject all bids for Culvert Construction on Hackneyville Cut-Off. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to seek bids for a Pre-cast Culvert on Hackneyville Cut-Off. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to surplus Highway Department Property. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion surplus General Fund Property. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Coley made a motion to table to appointment of Irene Grubles to the East Alabama Regional Planning Board. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to amend the Fixed Asset Policy to include Useful Life of Equipment. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to approve Family Medical Leave for Toneickia Wyckoff. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to seek bids for a water vessel for the Sheriff's Department. Commissioner Coley seconded the motion. The vote was 4-1 with Commissioner Thweatt voting no. Attachment

Commissioner Allen made a motion to seek bids for a VHF Communications Repeater. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to appoint Jeff Thurman to the Tallapoosa County Mental Health Board to replace Jerry Bynum. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the Errors and Insolvents from Revenue Commissioner Linda Harris. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to reappoint Rosemary C. Turner to the Department of Human Resources Board. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the 2005-2006 Road Priorities. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the Final Plat on Shady Bay Addition III, pending the completion of the road. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to award the bid for construction of the C.J. Coley Annex Building to J.A, Lett Construction. Commissioner Shaw seconded the motion. The motion passed with a vote of 4-1 with Commissioner Allen voting no. Attachment.

Commissioner Allen made a motion to approve two part-time employees for the Highway Department. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Chairman Oliver announced the Tallapoosa County Courthouse will be closed on Monday July 4, 2005 for Independence Day.

Commissioner Allen made a motion to adjourn. Chairman Oliver seconded the motion. The motion passed unanimously.
