11/8/1999 - Meeting Minutes

The Tallapoosa County Commission held its regularly scheduled meeting at the Courthouse in Dadeville, Alabama on November 8, 1999 at 2:30 p.m. Members present were Johnny Allen, Frank Tapley and T.C. Coley, Jr. Commissioners Thweatt and McGill were absent. Commission Chairman Johnny Allen called the meeting to order. Commissioner Tapley gave invocation and the Pledge of Allegiance followed.

Commissioner Coley made a motion to approve the minutes of the October 26, 1999 meeting. Following a second by Commissioner Tapley the motion was approved unanimously.

Commissioner Tapley made motion to approve the General, Gasoline and Sundry fund warrants for August and September, 1999. Commissioner Coley seconded and the motion was adopted unanimously.

Following a motion by Commissioner Coley and second by Commissioner Tapley the Commission unanimously adopted a Proclamation declaring November 19 through November 25 as Farm City Week. (Proclamation typed here)

Derrick Blythe, Attorney at Law appeared before the Commission on behalf of an employee of the Reappraisal Department. Following discussion and rebuttal by Revenue Commissioner Linda Harris, Commissioner Tapley made a motion that the Tallapoosa County Commission recognized the issue came under the jurisdiction of another elected official and the Commission would not interfere with its operation. Following a second by Commissioner Coley the motion was adopted unanimously.

County Administrator Jeanette Medders presented a resolution authorizing the issuance of a General Obligation Warrant to Aliant Bank with the principal amount of $310,000.00 for the purchase of eighteen pieces of equipment. Following a motion by Chairman Allen and a second by Commissioner Coley, the resolution was adopted by unanimous vote.

Sheriff Jimmy Abbett requested a part-time correction officer be changed to a full time position. The County Administrator confirmed the budget was sufficiently funded and following a motion by Commissioner Coley and second by Commissioner Tapley the motion passed unanimously.

Janet Mayo, Deputy EMA Director requested authorization to accept a donation of a laser printer from the Bank of Dadeville. Following a motion by Commissioner Coley and second by Commissioner Tapley approval was unanimous.

Revenue Commission Linda Harris requested $400 for carpet in the mapper's office. Chairman Allen wanted further study of the matter and no action was taken.

County Administrator Jeanette Medders requested an Executive Session of the Commission to discuss the good name and character of an individual.

County Engineer Dan Cook recommended approval of a preliminary plat to be known as Elkin's Crossroads located in District 5. Chairman Allen made a motion to table the request. Following discussion Chairman Allen withdrew his motion. Chairman Allen made motion to approve Mr. Cook's recommendation. Following a second by Commissioner Coley, the request was approved unanimously.

Chairman Allen made a motion to approve a service contract with AllComm/Tri City Communications and to grant the County Engineer Dan Cook authorization to enter into the contract for maintenance. Commissioner Coley seconded and approval was unanimous.

County Administrator Jeanette Medders requested authorization to have the Tallapoosa County Flag framed at a cost of $254.40. Following a motion by Commissioner Coley and a second by Commissioner Tapley, the motion was adopted unanimously.

Upon motion by Commissioner Coley and seconded by Commissioner Tapley the Commission went into Executive Session.

Upon motion by Commissioner Tapley and seconded by Commissioner Coley, the Commission returned to Regular Session.

County Engineer Dan Cook requested the Commission purchase uniform jackets for employees from Cintas. Following a motion by Commissioner Tapley and seconded by Commissioner Coley the motion passed by a unanimous vote.

County Administrator Jeanette Medders recommended the compensation of the scrap-tire enforcement officer be set at $75.00 bi-weekly and paid from General Funds. Commissioner Tapley made motion to approve the recommendation seconded by Commissioner Coley and the motion was adopted unanimously.

Commissioner Tapley made a motion authorizing a human resources seminar to be held December 3, 1999, at no cost to the County and to notify elected officials and supervisors of the meeting. Following a second by Commissioner Coley the motion was adopted unanimously.

Commissioner Coley made motion to adjourn seconded by Commissioner Tapley and adopted unanimously.
