10/26/1999 - Regular Meeting

The Tallapoosa County Commission held its regularly scheduled meeting on October 26,1999 at 6:00 PM in Alexander City, Alabama. Members present were Johnny Allen, Frank Tapley, Gerald McGill, T.C. Coley,Jr., and William Thweatt. Chairman Johnny Allen called the meeting to order. Commissioner Frank Tapley gave the invocation and the Pledge of Allegiance followed.

Commissioner McGill made a motion to approve the minutes of the October 12,1999 meeting. Following a second by Commissioner Coley, the minutes were approved by a unanimous vote.

County Administrator Jeanette Medders requested approval to pay overtime worked by county employees and to pay it from the elections budget. Following a motion by Commissioner McGill and a second by Commissioner Coley, the request was approved unanimously.

Chairman Allen made a motion to adopt a Resolution to allow residents to apply for water service until 11-30-99 at the request of the Walnit Hill Water Grant Co-Ordinator.

Commissioner Thweatt seconded the motion and the Resolution was adopted by a unanimous vote.

County Administrator Jeanette Medders requested authorization to pay an invoice from Electrical Repair and Service dated 9-24-99 in the amount of $165.89 for work done at the jail. Upon motion by Commissioner McGill and a second by Commissoner Thweatt, the request was approved unanimously.

Following discussion, Commissioner McGill made a motion to authorize Chairman Allen to execute a contract with the City of Alexander City to provide $7500 to promote tourism and economic development. Following a second by Commissioner Tapley, the motion was approved unanimous.

Barbara Sokol reported to the Commissioner that the disaster drill held Saturday, October 23, 1999 at the intersection of Highway 34 and Agricola Road was a great community effort. She expressed appreciation to District 5 Commissioner Johnny Allen, Bill Tilton of Alabama Bus and Truck, Red Ridge United Methodist Church, and all the volunteers for their effort.

Benjamin Russell High School students David Vinson and Pamela Minnifield were recognized by Chairman Allen. The students were observing the meeting for government class.

Durward Jackson appeared before the Commission to resolve issues regarding the Tallassee Landfill. No action was taken.

Upon motion by Commissioner Tapley and a second by Commissioner Coley, the Commission gave unanimous appraval for Ms. Medders to pay $271.00 for county's contribution to the Ecocnomic Alliance Board to promote Economic Development.

County Administrator Jeanette Medders requested authorization to secure quotes for insurance. Following a motion by Commissioner Coley and a second by Commissioner McGill, approval was granted unanimously.

County Engineer Dan Cook recommended approval of a plat of The Harbor on Lake Martin, Plat No. 2 retroactive to October 15,1999. Following a motion by Chairman Allen and a second by Commissioner McGill, approval was unanimous.

Dan Cook, County Engineer requested an Executive Session.

County Attorney E. Paul Jones requested the Commission approve to pay registration fees in the amount of $500.00 for a two day seminar given by the University of Alabama on November 4th and 5th ,1999. Chairman Allen made the motion to approve the request. Commissioner McGill seconded the motion and approval was granted unanimously.
