Regular Meeting
November 14, 2005

The Tallapoosa County Commission held its regular meeting November 14, 2005 at the Courthouse in Dadeville, AL at 9:00 a.m.  Tallapoosa Publishers was present.   

Chairman Oliver called the meeting to order at 9:00 a.m.

Public Comments from Citizens:

Dan Hart from the Volunteer Fire Department Association addressed the Commission concerning EMT class funding and the Hospital Board Money.  Hart stated that the VFDA has requested funding for an EMT class scheduled for January 2006. The Commission informed the VFDA to wait until October to ask for funding, but the Commission did not address the request during the October meeting. Hart also stated that Lake Martin Hospital is providing a $5,000 grant for the EMT class. Approximately $8,000 more is needed to pay for the cost of the class. Attachment

Danny Lloyd addressed the Commission concerning the Eagle Creek Volunteer Fire Department and Rescue. Lloyd stated that the Eagle Creek Volunteer Fire Department and Rescue has been awarded $145,000 from the 2005 FEMA Assistance to Firefighters Grant. The grant requires a 5% match from local funds. This amounts to $7,250. Lloyd requested that the 5% match be awarded to the Eagle Creek Volunteer Fire Department and Rescue. Attachment

Lavaughn Johnson EMT director for the Still Waters Volunteer Fire & Rescue addressed the Commission concerning the Hospital Board Money. Johnson requested $25,000 for the purchase of a defibrillator and an anatomically correct mannequin for the practice of IV insertion, etc.

Dave Heinzen addressed the Commission concerning the Bottle and Can Deposit Law Proposal and to thank the Commissioners for their support on the Lake Martin clean up. Attachment

Tammy Templeton, Tallapoosa County School Nurse, addressed the Commission concerning funding from the Hospital Board Money. Templeton stated that the Commission received a proposal a year ago and nothing has been decided yet. Templeton requested that Commission come to an agreement on the proposal.

Dick Bronson addressed the Commission concerning no-bid contracts. Bronson submitted a list of issues and requested that the Commission respond to each issue. Attachment

Chairman Oliver called the roll. All commissioners were present.
Commissioner Shaw gave the invocation and led the Pledge of Allegiance.

Consent Agenda:

Commissioner Shaw made a motion to approve the October 10th Commission minutes. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the warrants. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the road names for Tallapoosa County E-911. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to seek bids for cleaning supplies (bid #001-FY2006-18). Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to seek right-of-way on Oliver Street. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve request of leave without pay for October 17-November 18, 2005 for Norman Brooks. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to renew the pit option with Tony Stevenson. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve a non-public cemetery application in Daviston for Tom Radney. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to approve the petition for addition of land in Tallapoosa County to the Ridge Improvement District. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the final plat for The Hideaway Subdivision. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment

Commissioner Thweatt made a motion to hire part-time worker Clay Sprayberry as a full-time Equipment Operator for the highway department. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to amend the General Fund, Gasoline Fund, and the Road and Bridge Fund for Direct Support for Volunteer Fire Departments for $2,000 annually. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Coley made a motion to table the change of voting place of Beat 1, Box 3 and Beat 3, Box 1 from Voss's Store to Alex City First United Methodist Church. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to change the voting place of Beat 2, Box 1 from Our Town Volunteer Fire Department to Friendship Church. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Coley made a motion to hire Donna Penton, Lonnie Stewart, Cassandra Reid, and Charles Peppers as correctional officers for the Jail. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to purchase a vehicle from state bid for the Engineering Office in the Highway Department. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve RFP for Architectural Services for the Wall Street Nutrition Center Grant. Commissioner Coley seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve RFP for Administration Services for the Wall Street Nutrition Center Grant. Commissioner Coley seconded the motion. The motion passed unanimously.

Old Business:

Commissioner Allen made a motion to approve the direct support of Volunteer Fire Departments for $5,000 from the Hospital Board money. Commissioner Thweatt amended the motion to include the $8,000 for the EMT class and the $25,000 for the Still Waters Volunteer Fire and Rescue.  Commissioner Coley seconded the motion. The motion passed unanimously.


New Business:

Commissioner Shaw made a motion to approve the Accounting and Procedure Policy. Commissioner Coley seconded the motion. The motion passed by a 4-1 vote with Commissioner Thweatt voting no. Attachment

Commissioner Thweatt made a motion to approve the Credit Card Policy with the exception of item 9. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

Discussion Items by Commissioners:

Commissioner Coley stated that the Commission needs to set up a meeting with Tammy Templeton, the Tallapoosa County School Nurse.

Commissioner Thweatt stated that the Commission needs to get the Representatives and the Legislature to remove the exemptions from the litter laws.

Commissioner Shaw stated that the County should be accountable and bid out all work. County Engineer David Moore stated that after speaking with the auditors that he believes that the Commission should void the contract with Treadwell Construction and bid out the work.

Announcements:

Chairman Oliver announced that the December Commission meeting will be held on December 5, 2005 at 9:00 a.m.

Chairman Oliver announced that the Courthouse will be closed November 24-25, 2005 for the Thanksgiving Holidays. 

Commissioner Oliver announced that all departments need to turn in time sheets Friday November 18, 2005. Payroll will be distributed Wednesday, November 23, 2005 at 1:00 p.m.

Commissioner Coley made a motion to adjourn. Commissioner Shaw seconded the motion. The motion passed unanimously.
