Regular Meeting

April 10, 2006

 

The Tallapoosa County Commission held its regular meeting April 10, 2006 at the Courthouse in Dadeville, AL at 9:00 a.m.  Tallapoosa Publishers was present.   

 

Chairman Thweatt called the meeting to order at 9:00 a.m.

 

Public Comments from Citizens:

 

Public Hearing for Potential Community Development Block Grant for Jackson's Gap Water Project.

 

Gregory Wallace- Renaming of Laslie Lane   No Show

 

Carolyn Tucker Simmons and Betty Gaylor of the Child Care Resource Center addressed the Commission requesting discretionary funds.  Attachment  

 

Chuck Fuller with the Tallapoosa County Veteran's Memorial Committee addressed the Commission. Fuller stated that they have finished a Korean War monument and are ready to begin a WWII monument. Fuller requested names of Tallapoosa County residents who served and requested funding for the production of these monuments. Fuller stated that there is a meeting every fourth Thursday of the month in Alex City at the Veteran's Home.  Attachment

 

Dick Bronson addressed the Commission concerning the County's Financial Condition. Bronson said that he was concerned with the County audit and the County's debt.

 

Public Comments from Elected Officials:

 Chairman Thweatt stated that letters have been sent to all Sunflower Waste customers asking them to put their trash in bags and to construction workers requesting that they bag they trash in the back of their trucks. These actions should reduce the amount of litter on the roadways.

 

Chairman Thweatt called the roll. All commissioners were present.

 

Chairman Thweatt gave the invocation and led the Pledge of Allegiance.

 

Consent Agenda:

 Commissioner Coley made a motion to approve the National County Government Week Proclamation. Commissioner Allen seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Allen made a motion to approve the Child Abuse Prevention Month Proclamation. Commissioner Coley seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Coley made a motion to approve the Victim's Rights Week Proclamation. Commissioner Allen seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Oliver made a motion to approve the minutes for the March 13th meeting. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Allen made a motion to approve the purchase orders for the Highway department and the warrants for all funds. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Oliver made a motion to table the approval of the Community Development Block Grant for the Jackson's Gap Water Authority. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Coley made a motion to seek bids for Security Cameras for the Courthouse Annex. Commissioner Shaw seconded the motion. The motion passed by a 4-1 vote with an abstention from Commissioner Allen.

 

Commissioner Oliver made a motion to approve the plat for Enitachopco Shoals Subdivision. Commissioner Coley seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Shaw made a motion to seek bids for Guardrail for the Highway Department. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Allen made a motion to approve the resolution for Denver Road Bridge. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Shaw made a motion to approve the contract with Geoffrey S. Golden, Rusty Gordan, & J.W. Patterson for improvements on Old Tree Road. Commissioner Coley seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Oliver made a motion to award the bid for Emergency Outdoor Warning System to McCord Communications. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Allen made a motion to approve the transfer of the following sick leave hours:  80 hours from Jimmy Bryan to Clint Harper

            40 hours from Henry Bryan to Clint Harper

17.8 hours from David Moore to Clint Harper

40 hours from Mike Lucas to Clint Harper

Commissioner Oliver seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Coley made a motion to seek bids for a telephone system for the Courthouse Annex. Commissioner Oliver seconded the motion. The motion passed unanimously. 

 

Commissioner Allen made a motion to approve the contract with Cook's Pest Control for the Wall Street Nutrition Center. Commissioner Coley seconded the motion. The motion passed by a 4-1 vote with Commissioner Shaw voting no.

 

Commissioner Allen made a motion to approve the plat for The Village Subdivision. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Allen made a motion to approve the Probate Clerk position for the Probate Office. Commissioner Oliver seconded the motion. The motion passed unanimously.

 

Commissioner Allen made a motion to change the job description for one position in the Highway Department from Truck Driver to Truck Driver / Mechanic. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Allen made a motion to approve the following road names:

Miranda's Cove

Valley Grove Loop

York Road

Enitachopco Falls Road

Old Tree Drive

Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

 

Old Business:

 Commissioner Allen made a motion to re-seek bids for three lease vehicles for the Sheriff's Department. Commissioner Coley seconded the motion. The motion passed unanimously.

Discussion Items by Commissioners:

 Commissioner Coley stated that he hopes the article regarding the Tuskegee Human and Civil Rights Multicultural Center in the U.S. A. Today will serve to help tourism. 

 

Commissioner Coley thanked Al Blythe and the Board of Registrars for all of their help on the redistricting plan.

 

Commissioner Allen made a motion to enter into executive session. Commissioner Oliver seconded the motion. The motion passed unanimously.

 

Commissioner Allen made a motion to leave executive session. Commissioner Oliver seconded the motion. The motion passed unanimously.

 

Announcements:

Tallapoosa County Courthouse will be closed Monday April 24, 2006 for Confederate Memorial Day.

 

Alexander City is hosting the 2006 Spring Cleanup on Saturday April 29th from 7:00 a.m. to 1:00 p.m.

 

Dadeville Chamber of Commerce will host a Candidate Forum at the front of the Courthouse in Dadeville on May 10, 2006 from 5:30 to 6:30.

 

Commissioner Allen made a motion to adjourn. Commissioner Oliver seconded the motion. The motion passed unanimously. The meeting adjourned.
