Regular Meeting

June 12, 2006

 

The Tallapoosa County Commission held its regular meeting June 12, 2006 at the Courthouse in Dadeville, AL at 9:00 a.m.  Tallapoosa Publishers was present.   

 

Vice Chairman Johnny Allen called the meeting to order at 9:00 a.m.

 

Commissioner Coley made a motion to amend the agenda to approve Item A: Appointment of Commissioner Allen as Chairman and Commissioner Coley as Vice Chairman. Commissioner Shaw seconded the motion. The motion passed unanimously.

 

Commissioner Coley made a motion to amend the agenda to include Item R: Approval of Elevator Contract and Item S: Memorial for Commissioner William "Bill" Thweatt. Commissioner Shaw seconded the motion. The motion passed unanimously.

 

Public Comments from Citizens:

Dan Hart with the Volunteer Fire Department Association addressed the Commission. Hart gave an update on the EMT classes, stating that eighteen students are set to pass the test. Hart gave an update on the CEDAP grants. Hart stated that 6 departments have received grants. Tallapoosa County received more money than any other county in the state, bringing in millions of dollars in grants. Hart also requested Commission authorization to draft legislation for consideration and discussion at a future Commission meeting.

 

Item B: No Show

 

Susan Foy on behalf of Leadership Lake Martin addressed the Commission. Foy stated that members of the Domestic Violence project group would like to request that the funds received from the sale of the Kimbrough property be designated toward domestic violence.

 

Greg Wallace addressed the Commission requesting that the road Laslie Lane be changed to Lamar Lane.

 

Public Comments from Elected Officials:

Chairman Allen presented Bill Hawkins Sr. with a plaque of appreciation for his work on Winding Road.

 

Chairman Allen recognized the Thweatt family. 

 

Chairman Allen called roll. All commissioners were present.

 

Commissioner Coley gave the invocation.

 

Chairman Allen led the Pledge of Allegiance.

 

Consent Agenda:

Commissioner Coley made a motion to approve the minutes from the May 8th meeting. Commissioner Shaw seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Coley made a motion to approve the purchase orders for the Highway department and the warrants for all funds. Commissioner Shaw seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Coley made a motion to approve the Insolvents, Errors, and Taxes for FY 2005. Commissioner Oliver seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Shaw made a motion to award the Curb and Gutter bid (# 111-FY2006-27) to East River Construction. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Oliver made a motion to reject the bids for Kimbrough property. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Shaw made a motion to earmark the proceeds from the sale of the Kimbrough property to domestic violence. Commissioner Oliver seconded the motion. The motion passed unanimously.

 

Commissioner Oliver made a motion form a committee to discuss the financial status of the County. Commissioner Allen stated that he was against forming a committee for this purpose. Commissioner Allen stated that the people in District 5 elected him, not someone else. Commissioner Coley stated that the intent behind the committee was good. Commissioner Coley seconded the motion. The motion passed with a 3-1 vote. Commissioner Oliver, Commissioner Shaw, and Commissioner Coley voted yes. Commissioner Allen voted no.

 

Commissioner Coley made a motion to table the appointment of the DHR Board of Directors. Commissioner Shaw seconded the motion. The motion passed unanimously.  

 

Commissioner Shaw made a motion to approve the 2006-2007 road priorities. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Oliver made a motion to table the approval to change Laslie Lane to Lamar Lane. Commissioner Coley seconded the motion. The motion passed unanimously.

 

Commissioner Coley made a motion to approve the use of the ACCA Joint Bid for Dump Trucks for the Highway Department. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Coley made a motion to approve a quitclaim deed for a parcel on Harrison Road for public use. Commissioner Oliver seconded the motion. The motion passed unanimously. Attachment 

 

Commissioner Coley made a motion to approve the resolution to vacate a cul-de-sac in Andrew Jackson Subdivision. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Oliver made a motion to approve the pit option with Freddy McCrary until September 2007. Commissioner Shaw seconded the motion.  The motion passed unanimously. Attachment

 

Commissioner Shaw made a motion to approve the contract with Goodwyn, Mills, & Cawood for architectural services for the Wall Street Nutrition Center Grant. Commissioner Coley seconded the motion. The motion passed unanimously. Attachment

 

Commissioner Oliver made a motion to approve Family Medical Leave for Clint Harper. Commissioner Shaw seconded the motion. The motion passed unanimously.  Attachment

 

Commissioner Coley made a motion to approve the maintenance agreement with Otis Elevator Company for the elevator at the C.J. Coley Courthouse Annex. Commissioner Shaw seconded the motion. The motion passed unanimously. 

 

Old Business:

Commissioner Coley made a motion to table the approval of the agreement with Alabama Department of Revenue. Commissioner Shaw seconded the motion. The motion passed unanimously.  

 

New Business:

 

Discussion Items by Commissioners:

Commissioner Coley addressed the Commission concerning the NACo Prescription Drug Plan. Commissioner Coley stated that the plan gives a discount to citizens without insurance. Commissioner Coley made a motion to examine the NACo Prescription Drug Plan in hopes to join the program. Commissioner Oliver seconded the motion. The motion passed unanimously.

Commissioner Coley stated that a lot of things have been said about Commissioner Bill Thweatt, but that not enough could be said to adequately convey the services he has rendered to Tallapoosa County. Commissioner Coley stated that in honor of Commissioner Thweatt's years of service to the County and all the hours spent in the Industrial Park, he recommends naming the Industrial Park after Commissioner Thweatt.  Commissioner Coley made a motion to name the Industrial Park the William "T" Thweatt Industrial Park. Commissioner Oliver seconded the motion. The motion passed unanimously.

 

Commissioner Coley stated gave his condolences to the Thweatt family and stated that although he and Commissioner Thweatt did not always see eye to eye that Commissioner Thweatt always worked hard for what he believed in. Commissioner Coley also stated that public service takes away from family time. He thanked the Thweatt family for sharing Commissioner Thweatt with the County for the last thirty plus years.

 

Commissioner Shaw stated that he would also like to give condolences to the family. He stated that Commissioner Thweatt loved this County more than most and did a lot of hard work for this County. Commissioner Shaw stated that it has been a pleasure serving on this Commission with Commissioner Thweatt.

 

Commissioner Oliver said that he would reiterate what Commissioner Coley and Commissioner Shaw stated. He stated that although he did not always agree with Commissioner Thweatt that Commissioner Thweatt had always treated him fairly. Commissioner Oliver stated that if the Thweatt family needs anything, to call him.

 

Chairman Allen stated that he has known Commissioner Thweatt all of his life. He stated that it is pretty tough right now. Although they did not always agree, they always met in the middle for the benefit of Tallapoosa County. Commissioner Allen said that he appreciates the years that he has known Commissioner Thweatt and that he appreciates the Thweatt family.

 

Announcements:

Tallapoosa County Courthouse will be closed Tuesday July 4, 2006 for Independence Day.

 

Commissioner Oliver made a motion to adjourn. Commissioner Coley seconded the motion. The motion passed unanimously. The meeting adjourned at 9:55 a.m.
