11/14/2006 - Regular Meeting

The Tallapoosa County Commission held its regular meeting November 14, 2006 at the Courthouse in Dadeville, AL at 2:00 p.m. Tallapoosa Publishers was present.

Chairman Coley called the meeting to order.

Public Comments from Citizens:
Chairman Coley stated that the Finance Committee did not have a formal report to make to the Commission at this time.

Public Comments from Elected Officials:

Joe Paul Boone, EMA Director, informed the Commission that there is a meeting with FEMA on November 15 at 1:00 p.m. at the Betty Carol Graham Center located at Central Alabama Community College.

Chairman Coley called the roll. All Commissioners were present.

Commissioner Shaw gave the invocation.

Chairman Coley led the Pledge of Allegiance.

Consent Agenda:
Commissioner Shaw made a motion to add an item to the agenda regarding the term of the finance committee members. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to rotate the Chairmanship. Commissioner Shaw stated that District 1 Commissioner Thomas L. Coley will remain as Chairman and that the Chairmanship will follow by District Commissioner 2, 3, 4, and 5 each serving equal terms of office. Commissioner Tapley seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion appoint the following District Commissioner to be vice-chairman. Commissioner Tapley seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the October 10th meeting. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to approve the purchase orders for the Highway Department and warrants for all funds. Commissioner Allen seconded the motion. The motion passed unanimously. Attachment
Commissioner Allen made a motion to table the approval of the amendment to the Employee Manual regarding Leave Time. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Thweatt made a motion to approve the Longleaf Subdivision Phase Iv. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Allen made a motion to approve the Club Liquor Class II Liquor License for the Social Café and Lounge. Commissioner Shaw seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion t0 award bid # 001-FY07-13 to United Rentals. Commissioner Tapley seconded the motion. Chairman Coley stated that the funds are coming from a Homeland Security grant. Commissioner Allen stated that he wants to take into consideration getting in touch with Best Rentals. Commissioner Allen stated that several of their employees live in Tallapoosa County and that they would appreciate the opportunity to bid on these generators. Commissioner Shaw withdrew his motion and Commissioner Tapley withdrew his second. Commissioner Allen made a motion to table awarding this bid until the December meeting. Commissioner Tapley seconded the motion. The motion passed unanimously. Attachment

Commissioner Shaw made a motion to approval the sick time transfer from Deborah Ray to Marianne Adams. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Commissioner Allen made a motion to approve the new road names. Commissioner Thweatt seconded the motion. The motion passed unanimously. Attachment

Chairman Coley stated that he has had to replace his appointee on the Financial Committee and that his replacement is Rebecca Marion. Commissioner Tapley appointed Richard Waggoner to the Financial Committee. Commissioner Thweatt stated that she would have an appointee next week. Commissioner Tapley made a motion to approve the appointments to the Financial Committee. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to limit the term of the Financial Committee members to one year effective upon the date of appointment. At that time, the Commissioner who appointed them will have the opportunity to change his appointee. Commissioner Allen seconded the motion. The motion passed unanimously.

Commissioner Tapley made a motion to form a Job Application Review Committee with Chairman Coley, John Dendy, and Commissioner Tapley. Commissioner Shaw seconded the motion. The motion passed unanimously.

Commissioner Shaw made a motion to allow the County Engineer to seek bids for the Cooper Center Curbing project. Commissioner Allen seconded the motion. The motion passed unanimously.

Discussion Items by Commissioners:
County Attorney Thomas Radney addressed the Commissioner concerning the policy statement for research and copying fees. Radney stated that this was passed several years ago and that the recommends that the policy be changed to a research fee of $5.00 and $0.50 per page copying fee. Commissioner Allen made a motion to accept this recommendation. Commissioner Thweatt seconded the motion. The motion passed unanimously.

Chairman Coley read a copy of the modified county unit system law. Chairman Coley stated that this is the law that our county should be operating under.

Chairman Coley read a copy of the Tallapoosa County Rules of Procedure. He stated that the Commissioners should read through this packet to update themselves on how the County works.

Commissioner Shaw welcomed Commissioner Thweatt and Commissioner Tapley to the Commission. He congratulated them on their win. Commissioner Shaw stated that he has enjoyed working with Commissioner Bill Thweatt, Commissioner Dylan Oliver, and Commissioner Leon Archer over the past four years; and that he looks forward to working with the new Commissioners.

Commissioner Tapley thanked the citizens for allowing him to return to the Commission.

Commissioner Thweatt thanked the citizens of District 4 for electing her to the Commission.

Commission Allen thanked the citizens, God and his family for reelecting him to the Commission.

Chairman Coley thanked his citizens and stated that he is looking forward to working with the new Commissioners. He stated that the channels of communications need to stay open so that the Commission can do the best job for the citizens of Tallapoosa County.

Commissioner Allen stated that there are still a few campaign signs up. Tomorrow, he will remove the signs and take them to his shop. He will not throw them away incase the person wants to come get them.

Announcements:
The Courthouse will be closed on Thursday November 23 in honor of Thanksgiving.

Commissioner Allen made a motion to adjourn. Commissioner Shaw seconded the motion. The motion passed unanimously.
